In a speech earlier today the President announced his plan for a Home Owners Bill of Rights and a new refinance program that may be run through the Federal Housing Administration (FHA). The program would be for responsible homeowners who are making payments but as of yet have been unable to refinance at todays historically low interest rates. The program is designed to help those who have found themselves under water on their current property value.
